Current Town Projects

We are always trying to enrich the lives of New Lebanon’s residents. Here are some of our current projects. These are often handled by short-term ad-hoc committees.

Walkable Downtown

Additional Sidewalk Funding Awarded!

New Lebanon was selected for the second Transportation Alternatives Program (TAP) grant award we applied for! This will allow us to extend the project scope from the high school to Shatford Park as well as install concrete sidewalks instead of crusher run and still narrow the lanes and upgrade the drainage and lane infrastructure.

In the grant award it lists $969,920 as the local match with the providers of that local match being Town of New Lebanon and NYSDOT. The Town was clear in our grant application that the Town share could not exceed the $499,830 already committed by the Town, so we are working on confirming that the other $470,090 is coming from NYSDOT. The Town will only proceed with accepting the new TAP grant award when we have written confirmation from NYSDOT that they are providing the remainder of the local match and the Town share will not increase at all from the current town share already approved by the voters via the referendum.

For the $499,830 already committed by Town and approved by the voters, we currently have a $90,000 Bond Anticipation Note (BAN) that expires in March of 2027. In the tentative 2027 budget, we have legal fees budgeted to extend that BAN another year to get us through the engineering phase. In 2028 and once construction is ready to begin, the $90,000 BAN will roll into a bond for $499,830 at which time annual payments will be scheduled starting in 2029. We can handle these future payments within our normal operating budget, much like the past bond used to build the new wing of the Town Hall.

About

The walkable downtown committee is an advisory committee to the Town Board. This committee holds no decision making power nor is it subject to NYS Open Meetings Law. Meetings are held online with just committee members on the fourth Tuesday of each month. To keep the public informed of the committees work, minutes of the meetings will be posted on the town website within 2 weeks of each meeting and distributed in the monthly committee report that goes out with the town board agenda and supporting documents. Any decisions made on this project will be made at an open meeting, by the Town Board and any recommendations made by this committee to the Town Board for consideration will be included in the minutes and the monthly committee report.

Background

The Town is considering a project to slow down the traffic on 20/22 and make our downtown more friendly to safe walking and biking. There was a special election on January 21, 2025, to determine whether or not the Town should carry out this project and have the option of issuing a bond. Constructions would start in 2027. The resolution passed.

Some History:
We had a great first public input session on March 20, 2023.    A huge thank you to Creighton Manning for leading the session and to all who took the time to attend or to watch online.  If you could not make or watch the meeting live, please feel free to watch the meeting recording here: https://townhallstreams.com/stream.php?location_id=138&id=51416   There was a survey to be completed for public input.  The survey was available online, in person and at many locations throughout town.

Please  see here for the Power Point on the survey results of the public input session on a Walkable Downtown.

There was a second public input session held on June 5, 2023 at the New Lebanon Jr/Sr High school.  There were about 70 residents who attended to voice their opinions and preferences for the Walkable Downtown options presented by Creighton Manning.  If you could not attend the meeting live, please feel free to watch the meeting recording here:  https://townhallstreams.com/stream.php?location_id=138&id=53399

Public Input Session May 22, 2025

On May 22, 2025, the Hudson Valley Alliance for Housing & Conservation hosted a community conversation in the Town of New Lebanon for a special pilot project to help the town integrate its planning for housing and conservation. The project is called “Room Enough for Both: Planning for Affordable Housing and Conservation Together.” Residents of New Lebanon participated in small group discussions about places they love and want to preserve in their town, their housing needs, and opportunities for both housing and conservation. The conversation was led by planning experts from Hudson Valley Pattern for Progress, the Pace University Land Use Law Center, and the Hudson River Estuary Program.

Discussion with Housing Developers in November 2025

The Room Enough for Both committee had a really interesting and thoughtful discussion with three housing developers last week. Each of them was very different – nonprofit and for-profit, different scales, difference experiences. They provided us with some great insight into policies, zoning, land-use review processes, and other factors affect buildability in communities.

The team will summarize their input for the final report.
